The database is a rough draft; prioritize getting reliable sources captured first, then improve completeness and structure over time.

🎯 Source priorities (what “counts”)

Primary targets (use first whenever possible)

Use official sources, especially:

• U.S. federal government websites (e.g., .gov)
• CMS and other federal health agencies
• State government agencies and portals (often .gov, but also some official state domains)

Secondary targets (validated sources)

If official sources are incomplete or unclear, use reputable, well-established sources such as:

• KFF
• National professional associations (e.g., national Medicaid/health associations)
• Other well-known, non-commercial public-interest organizations

When using a secondary source, prefer one that links back to the underlying official document and capture both if available.

Avoid low-quality sources (blogs, SEO pages, vendor marketing).
